I'm sure this doesn't mean to say the Son proceeds from the Holy Spirit, does it?

No, that is definitely not what Koeberle is saying. Rather, that the divine "logic" of the Logos as the Holy Spirit reveals it to us is not simply equatable with fallen human logic.
