I hve not read Piepkorn's book but I have a question.
Does he mean that religion and morals are off-limits or that the first purpose of the Church is to engender and embody a community of love from which other things --religion and morals -- can flow?

Hi, Omar! I think he means that they are not the true nature of the church's existence - but they certainly may be by-products of that nature. But her true nature is to be a communion of love, the family of God.
