What a great quote! This is what I keep trying to tell my fellow Lutherans any time the subject comes up; but Pr Marquart puts it more concisely and more powerfully than I ever did. He was a gem, wasn't he?
On the strength of this quote I went to Amazon and ordered the book.
I read the book a while ago and didn't realize the significance of this statement. It helps clarify a lot of the debate, especially in understanding the valid points of both Walther and Loehe.

Chris,
I agree. It's a gem—and so is Prof. Marquart's little treatise as a whole.
